'The 4th UN-sponsored Asian Ministerial Conference for Disaster Relief (the 4th AMCDRR)' jointly hosted by Firefighting and Disaster Prevention Administration (Director: Park, Yeon-Soo), Incheon Metropolitan City and the United Nations International Strategic Relief Strategy (UN ISDR) was held for 4 days from October 26 - October 28, 2010 in Songdo Conventionsia, Incheon, Korea.

The ministerial conference was participated in by over 800 persons including Margareta Wahlstrom, UN ISDR representative, Jingmi Y. Thinley, Prime Minister and Chief Executive of Bhutan, Whang-Sik Kim, Prime Minister of the Republic of Korea, Yeon-Soo Park, Director of Firefighting and Disaster Prevention Administration of the Republic of Korea, Young-Gil Song, Mayor of Incheon Metropolitan City, and disaster management ministers from 52 countries, UN-affiliated agencies, NGO representatives and global leaders concerned from home and abroad. Director Yeon-Soo Park said, "This conference is highly significant in that joint solutions were presented in the Asia-Pacific region, which is highly vulnerable to disasters caused by climate changes," adding that "the Incheon Declaration and Incheon Roadmap & Action Plan adopted at the conference are expected to contribute to the values of 'fair earth community' by narrowing the gap between disaster prevention infrastructures of the advanced countries and of those countries vulnerable to disasters."

"Incheon Declaration" was adopted during the conference session after in-depth discussions on the building of "disaster management system strong on climate changes," featuring as major points "strengthening disaster prevention capability against climate changes" of each country in the Asia-Pacific region, "Sharing of technology and information" and "preparation of development policies taking into account disaster risks," and urged Hyogo Action Plan to be implemented as agreed upon in Japan in 2005 participated in by 168 countries. The conference also agreed that each country should expand investment for adaptation to climate changes and disaster relief.

While no visible action plan was mapped out up until the 3th conference, the current conference marked a major milestone in the history of climate changes with 'Incheon Declaration released, and the roadmap on those measures and disaster prevention action plans against climate changes agreed upon for the first time on the level of the continent. More significant, while the existing UN conferences were formalistic, conceptual and declarative in nature, the subject of climate changes ranked high on the agenda as well as realistic measures were mapped out that will solve problems caused by climate changes of each country, making a departure from the impression of superficial and showy attitude that had existed in the past. This is because as specifically presented in Incheon Declaration and Action Plan no discussion on climate changes is complete without referring to the Incheon Declaration, which implies that such a monumental achievement was made. This conference made it possible to address the issue sincerely with many countries of the world and work out it solutions.

Above all, the fact that this meeting was realistic was affirmatively evaluated. A typical example is that, according to a minister from Maldive, when Moldive was submerged under water many countries made donations and the UN was there on the spot, making a report containing hundreds of pages. While the report suggests that though projects to do had piled up, all they did was write only reports with no actions to follow up. That was the way they approached the issue. However, the current conference held in Korea comes up with ways of putting plans into practice by educating public servants, building facilities and so forth, rather than simply talk about the issue with nothing done. Besides, in order to implement major projects of the Incheon Declaration "Disaster Prevention Plan against Climate Changes" containing practical and specific projects for the 5 years to come was agreed upon. Right after the conference, an education/training program aimed at coping with climate changes and disaster relief for public servants from each country and interested parties will be operated, a disaster prevention platform, where information on, and technology of, climate changes and disaster relief now being spread out sporadically throughout the world come together, will be built for cross-border disaster relief, "a guideline for development policies taking into consideration climate changes and disaster relief" will be prepared for policy decision-makers in the developing countries where vulnerability to disaster increases due to growth-oriented reckless development plans.

In addition, Firefighting and Disaster Prevention Administration discussed in bilateral talks transfer of Korea's advanced disaster management system and technology (disaster monitoring system, damage prediction system depending on the direction of tempest) with ministers of major Asian countries including Japan, Vietnam and Maldive, representatives of International institutions such as Asia Disaster Prevention Center, and agreed to seek mutual development in the area of disaster management through manpower exchange programs.

Most significant about the current conference under the theme of 'Disaster Relief through Adaptation to Climate Changes' was the fact that it came up with joint solutions for natural disaster steadily on the rise due to climate changes in the Asia-Pacific region which is evaluated as the most vulnerable to climate changes. The conference that was held successfully elevated the status of Korea as the chairmanship country of the G20 summit conference along with the overall image of the country as acountry safe and sound on the world arena.

Disaster figures will decline when disaster prevention against climate changes has been strengthened, information on disaster has better been supplied, and interest in strengthened counter-disaster capacity is heightened. Next comes plans for strengthened counter-disaster capacity and enhanced consciousness.

Efforts are being made to reduce vulnerability to disaster in many countries in the Asia-Pacific region due to increases in disaster risks caused by climate changes. Essential to the inducement of cooperation from the zone is cooperation between interested parties of the organizations within the government, international and the intra-Asia-Pacific region along with the sharing of lessons previously acquired with each party. Quick and precise information is highly helpful to policy- and decision-makers, and enhances the level of recovery of the region and individuals affected by disaster. Knowledge, means and fine instances of disaster risks relieved can be shared through information sharing systems.

Disaster has become a pressing issue on the agenda of most of the countries, and seriously affects national economies. Disaster may cause loss of numerous lives and properties. We cannot attain the development goal of the UN and sustainable development for the new millennium without preventing disaster and relieve damages. Prevention of disaster is not only an environmental and social issue but an issue of development. As the adage goes, "Disaster could become an opportunity." we have to change disaster into an opportunity, and create a new growth pattern. Accordingly, the disaster prevention policy, on a broad sense, could be part of environment-friendly way of economy and development policy.
