ÀÌ·¯ÇÑ È¸ÀÇ°¡ °³Ãֵǰí ÀÖÀ½¿¡µµ ºÒ±¸ÇÏ°í ¾Æ½Ã¾Æ¿¡¼­ÀÇ ÀÚ¿¬ ÀçÇØ¿Í ±×¿¡ µû¸¥ ÇÇÇØ´Â ÁÙ¾îµéÁö ¾Ê°í ÀÖ´Ù.
 
A consensus on the reduction of disaster risks was reached centering around the UN after the tsuami or the earthquake tidal wave that erupted in 2004 on the sea 49 km north west of Sumatra, Indonesia, and claimed over 220,000 lives, and 'Hyogo Action Plan' containing a disaster preventative strategy that will be put into practice for the 10 years to follow was adopted. The first UN-sponsored Asian Ministerial Conference for Prevention of Disaster was held later in 2005 in Beijing, China, to carry out 'Hyogo Action Plan' effectively and discuss joint strategies for the prevention of disasters in the Asian region, followed by the 2nd conference held in 2007 in NewDehli, India, under the title of 'Building a Joint Disaster Prevention System' and, the 3rd conference held in 2008 in KualaLumpur, Malaysia, under the title of 'Search for Cooperation between Diverse Interested Parties. 'Despite such a series of conferences being held, natural disasters and da mages caused by natural disasters remain undiminished.
 
º§±â¿¡ ·ç¹ð´ë ºÎ¼³ Àç³­¿ªÇבּ¸¼¾ÅÍ(CRED)°¡ ¹ßÇ¥ÇÑ º¸°í¼­¿¡ µû¸£¸é Áö³­ÇØ ÀÚ¿¬ÀçÇØ·Î ¸ñ¼ûÀ» ÀÒÀº »ç¶÷ÀÇ ¼ö´Â 29¸¸7000¸í¿¡ ´ÞÇßÀ¸¸ç, Áö³­ÇØ ¹ß»ýÇÑ 373°ÇÀÇ ÁÖ¿ä ÀÚ¿¬ÀçÇØ·Î ÀÎÇÑ Àç»êÇÇÇØ´Â ÃÑ 1090¾ï´Þ·¯(¾à 122Á¶¿ø)¿¡ ´ÞÇÑ´Ù. ÀÌ·¯ÇÑ ÇÇÇØ´Â ¹Ì±¹°ú È£ÁÖ¿Í °°Àº ¼±Áø±¹¿¡¼­µµ ½É°¢ÇÏ°Ô ÀϾ°í ÀÖÀ¸¸ç, ¸¶°Å¸®Å¸ ¿ù½ºÆ®·Ò À¯¿£ ÀçÇØ °æ°¨ ±¹Á¦Àü·«(UNISDR) »ç¹«±¹ ´ëÇ¥´Â À̳¯ Á¦³×¹Ù¿¡¼­ ¿¬ ±âÀÚȸ°ß¿¡¼­ "2010³âÀº »ç¸ÁÀÚ¼ö¿Í °æÁ¦Àû ¼Õ½Ç Ãø¸é¿¡¼­ ¼ö½Ê³â·¡ ÃÖ¾ÇÀÇ ÇØ¿´´Ù"¸é¼­µµ ¾ÕÀ¸·Î ÀÚ¿¬ÀçÇØ·Î ÀÎÇÑ ÇÇÇØ´Â ´õ ´Ã¾î³¯ °ÍÀ̶ó°í ¿ì·ÁÇÔ, ƯÈ÷ Áö³­ÇØ ÀÚ¿¬ÀçÇØ·Î ÀÎÇÑ ÀÌÀç¹Î 2¾ï700¸¸ ¸í °¡¿îµ¥ 89 %´Â ¾Æ½Ã¾Æ Áö¿ª¿¡¼­ ¹ß»ý, 1980³â¿¡¼­ 2008³â »çÀ̸¦ »ìÆ캼 ¶§ ¾Æ½Ã¾Æ¿¡¼­ Àü ¼¼°è ÀÚ¿¬ÀçÇØÀÇ 38 %°¡ ¹ß»ýÇÏ¿´À¸³ª, ±× ÇÇÇØÀÚ ¼ö´Â 90 %´Â ¾Æ½Ã¾Æ¿¡¼­ ¹ß»ýÇÏ´Â ºÒÇàÇÑ »óȲ¿¡ óÇØ ÀÖ´Ù(Table 1).
 
A report released by Disaster Epidemiology Research Center (CRED) affiliated with Louvain University, Belgium, indicates that natural disasters claimed 297,000 lives last year, and damaged properties amounting to a total of $ 100.9 or 122 trillion won in a total of 373 natural disasters last year. Such damages are taking place on an extensive scale in such advanced countries like the United States and Australia. Magarita Wilstrom, Representative of the Secretariat of the United Nations International Strategy for Disaster Relief (UNISDR) expressed her concerns about natural disasters in a press conference held in Geneva when she stated that "the year 2010 marked the worst in terms of combined casualties and economic losses in decades," adding that damages by natural disasters are expected to increase in the days ahead. 89% of the disaster victims numbering 200.7 million is from the Asian region. During the period 1980 - 2008, 38% of natural disasters world wide took place in Asia, and 90% of disaster victims are from Asia, a grievous fact (Table 1).

Even in Japan, a country evaluated as highly advanced in preventing disasters, casualties due to torrential rainand heat wave are steadily on the rise due to climate changes and so forth, and Korea is not free from natural disasters at all, either. Recent years have witnessed unusual weather phenomena such as all time highs in torrential rain and the heaviest snow fall in 100 years, abnormal cold waves, drought and so forth, causing damages to escalate with average temperature rising by an average of 1.5¡É for the past 96 years (1912-2008), which doubles the span of world-wide temperature rise (Table 2).

While disasters of gigantic scales including those caused by climate changes world wide are rapidly on the rise recently, practical joint international cooperation is not appropriately implemented to cope with such disasters. The Republic of Korea that is highly vulnerable to climate changes and direly needs to get ready for such disasters invited in 2010 the 4th UN-sponsored Disaster Relief Asian Ministerial Conference under the supervision of Firefighting and Counter-Disaster Administration for the purposes set forth in the following:
 
- ±âÈĺ¯È­°ü·Ã ÀçÇظ¦ Æ÷ÇÔÇÑ ÀÚ¿¬ ÀçÇØ¿¡ ÀÇÇØ °¡Àå Å« ÇÇÇظ¦ ¹Þ°í ÀÖ´Â ¾Æ½Ã¾ÆÀÇ ÀçÇØ °æ°¨À» À§ÇÑ ½ÇÁúÀûÀÌ°í È¿°úÀûÀÎ ±¹Á¦ °øµ¿ Çù·ÂÀ» ÁÖµµÀûÀ¸·Î À̲ø¾î³¿
 
- To take the initiative in inducing practical and effective international cooperation for relief of disasters occurring in Asia most seriously affected by natural disasters associated with climate changes.
 
- ÀÌ·¯ÇÑ ÁÖµµÀû È°µ¿À» ÅëÇØ ±¹°¡ ¼ºÀå µ¿·ÂÀÇ È®º¸Çϸç Çѱ¹ÀÇ IT¸¦ È°¿ëÇÑ ¼±Áø¹æÀç±â¼úÀ» ¾Æ½Ã¾Æ ±¹°¡¿¡ ÀüÆÄ
 
- To secure the nation's dynamics for the growth of the nation through such initiative activities and disseminate Korea's advanced disaster prevention and relief technology to other Asian countries utilizing the country's renowned information technology.

- To predict disasters that may hit the Korean Peninsula by referring to incidents of disasters that happened overseas and seek out counter-disaster measures

Marking a major achievement of the 4th UN-sponsored Asian Ministerial Conference for Disaster Reliefheld in Inchonin 2010, the participants adopted the Inchon Declaration, agreed upon a disaster prevention implementation plan, and came up with Action Plan that included 'strengthening disaster prevention capacity to cope with climate changes,' 'sharing technological information,' and 'mapping out development policies taking climate changes into consideration.' Unless the Inchon Action Plan has been successfully carried out, the 4th UN-sponsored Asian Ministerial Conference for Disaster Relief held in Inchon in 2010 would be meaningless, there by making it impossible to relieve damages due to disasters in Asia rapidly on the rise. Therefore, a study project that could monitor what's going on to ensure that Action Plan is running successfully, and continuous exchange of manpower and information, and consultation over disasters common to all parties concerned are required.

For one thing, it is necessary to exchange information and consult with each other in an effort to relieve the three disasters of larger scale and higher frequency such as those areas seriously damaged by flooding of rivers, and amend and complement what is left insufficient in Action Plan because of lack of time in the process of scheduling for consensus, launch a study project to present at the 5th UN-sponsored Asian Ministerial Conference for disaster relief and map out a plan to share data monitored. Moreover, a study project that will map out plans to provide disaster prediction and measures to fend off natural disasters including those associated with climate changes that can take place in the Korean Peninsula, and another study plan that will map out measures whereby for the Korean technological power to play an important role in relieving disasters in Asia.
